El ministro de Economía, Carlos Fernández, reclamó menos condicionamientos al organismo multilateral en una reunión del G24 en Washington. También se refirió al informe que emitió el Fondo sobre la caída en la actividad económica del país y aseveró que la entidad «utiliza modelos inadecuados para sus evaluaciones».

El ministro de Economía, Carlos Fernández, pidió hoy al Fondo Monetario Internacional (FMI) una mayor flexibilidad en las condiciones que exige a la hora de otorgar créditos, ante la necesidad que tienen los países emergentes de dinero fresco para hacer frente a la crisis internacional.

Fue al disertar ante sus pares del G24, en la reunión que dio apertura este viernes a las reuniones de primavera que llevan adelante el FondoMonetario Internacional (FMI) y el Banco Mundial (BM), en la ciudad de Washington.

“Ambas instituciones implementaron acciones tendientes a acercarse a las necesidades de los países miembros pero creo que se requiere fundamentalmente por parte del FMI, una mayor flexibilidad en la provisión de financiamiento para el mundo en desarrollo, con alto acceso, fuertes desembolsos iniciales y sin condicionalidades de política”, mencionó Fernández.

“Si las instituciones financieras no tienden un puente en esta compleja transición, proveyendo financiamientos flexibles e incondicionales, las posibilidades de superar la crisis se acotan seriamente”, aseguró afirmando que “los países en desarrollo necesitamos financiemiento sin penalidades, que nos permitan fijar políticas que sostengan nuestra demanda doméstica y compensen la desaceleración de la economía mundial”.

A su vez, y tras el reciente reporte global publicado por el Fondo, el titular del Palacio de Hacienda expuso ante sus pares que “el FMI utiliza para sus evaluaciones, proyecciones y modelos inadecuados”.

“No es correcto evaluar la calidad de las políticas de los países en desarrollo en función de la existencia o no de reglas monetarias y/o fiscales que aseguren a futuro una consolidación del gasto o una política monetaria contractiva”.

“Las políticas deben medirse en función de sus resultados concretos en cuanto a crecimiento económico, en cuanto a empleo, en cuanto a reducción de la pobreza y en cuanto a la distribución del ingreso”, expresó ante los 24 ministros de Economía y a los directores del FMI, Dominique Strauss-Khan y del Banco Mundial, Robert Zoelick.

Por otro lado, Fernández marcó la “sutil divisón de trabajo” que existe entre el Banco Mundial y el FMI, donde éste último “está abocado a prevenir esta crisis ofreciendo a un número acotado de países un seguro que permita contener la incertidumbre acerca del impacto y la capacidad financiera de los países elegibles”.

Siendo que para el resto de las naciones, a la que denominó “la gran mayoría”, el Fondo ofrece “programas de ajuste que siguen demostrando tener impacto pro cíclico, es decir, amplificando el shock externo con la esperanza de asegurar el retorno del capital que nunca se dará, puesto el quiebre estructural del sistema financiero”, sostuvo.

En cambio, “sí creemos que el Banco Mundial está actuando eficientemente, ofreciendo financiamiento efectivo, es decir justamente lo que estamos planteando, asistencia financiera para acciones contra la crisis”, manifestó.

Resaltando el rol del Estado “en la conducción de nuestras economías”, el Ministro alertó que “tampoco se atienden de manera adecuada las necesidades de corto plazo de los países de bajos ingresos” por lo que convocó a “soluciones efectivas e instrumentos más flexibles”.

“Este no es un planteo utópico, injustificado sino por el contrario, una realidad que hay que discutir”, dijo a los presentes respecto al pedido realizado al FMI sobre la implementación de ésos instrumentos.

“Si los países en desarrollo son arrastrados y vencidos por las fuerzas de esta recesión, la economía global entrará en una crisis generalizada y prolongada”, concluyó Carlos Fernandez.

Durante el medio día, el Ministro mantuvo una reunión con la vicepresidenta del Banco Mundial para América Latina y el Caribe, Pamela Cox, junto a quien analizó el programa de financiamiento estratégico 2009-2011 para la Argentina y la inminente concreción de un programa destinado al saneamiento de la cuenca Matanza-Riachuelo y otro a la Protección Social, el cual abarca las áreas de capacitación, empleo y seguridad social, según revelaron fuentes oficiales.

En su última actividad del día, el funcionario argentino participará de la reunión preparada para los miebros del G20 en el Departamento del Tesoro, donde tras el encuentro los representantes nacionales serán agasajados con una cena en su honor.
